About this tool

Turn WebP images into a PDF

This tool turns WebP images into one PDF in your browser, a page for each. A PDF can’t hold WebP itself, so each lossy WebP goes in as a high-quality JPG and each lossless one keeps every pixel. Drag them into order, pick a page size and save; nothing is sent anywhere.

Why your WebP goes in as a JPG

PDF readers understand only a few kinds of picture, and WebP isn’t one of them. So each lossy WebP, the kind websites serve, is decoded on your device and saved as a JPG at quality 90, a level at which it looks the same as the WebP did.

JPG needs more bytes than WebP for the same look, so expect the PDF to be bigger than the images you added: our 402 KB test WebP made a 652 KB PDF. That is the price of a file every PDF reader opens.

Tested with ToolHero’s image-to-PDF writer (pdf-writer 0.15), MozJPEG via @jsquash/jpeg 1.6.0 (mozjpeg 3.3.1), png 0.17.10 via @jsquash/png 3.1.1 and libwebp d2e245ea via @jsquash/webp 1.5.0 on a Mac18,5 (Apple M6) on macOS 27.0.1, 2026-10-16. Each PDF came out the same size in Chromium, Firefox and WebKit.

Lossless and transparent WebPs

A lossless WebP, as some logos and screenshots are, goes in from its pixels instead, with nothing lost, and its transparency stays transparent in the PDF.

A lossy WebP with a transparent background, as stickers often are, goes in on white, the colour of the page, because JPG has no transparency. On the page it looks the same.

Pictures saved from websites

Many websites serve their pictures as WebP, so that is what you get when you save one, and some apps still can’t open it. A PDF of them opens everywhere and keeps them together in the order you set, ready to print, send or keep.

To keep each one as its own picture instead, turn them into JPGs or PNGs with WebP to JPG or WebP to PNG.

Questions, answered

Can a PDF contain WebP images?

Not as WebP: PDF readers don’t understand the format. A lossy WebP goes in as a JPG at quality 90 and a lossless one from its pixels, so the PDF opens in every reader.

Why is my PDF bigger than my WebP files?

WebP packs a picture into fewer bytes than JPG, the format a PDF uses for photos. Saved as a JPG at quality 90, each image needs more room to look the same.

Do transparent WebP images keep their transparency?

A lossless WebP does. A lossy one goes in on white, the colour of the page, because the JPG it becomes has no transparency.

Are my WebP files sent to a server to make the PDF?

No. The WebP files are decoded and the PDF is written by engines running inside your browser tab, on your device. Nothing is sent to ToolHero or anyone else.
