About this tool

Turn JPG photos into one PDF

This tool puts your JPG photos into one PDF right in your browser, a page for each. Drag them into order, pick A4, Letter or each photo’s own size, and press Convert. A JPG goes in exactly as it is, never compressed a second time, and your photos never leave your device.

Your photos go in as they are

A JPG’s picture goes into the PDF byte for byte, so it looks exactly as it did and nothing is compressed twice. Our 525 KB test photo made a 526 KB PDF: the photo, plus a little for the page around it.

What a photo carries besides its picture stays out: the EXIF data that can say where and when it was taken, and the HDR gain map an iPhone adds. Our 5.2 MB iPhone photo came to 5 MB. Its colour profile comes along, so wide-colour photos keep their colours, and a photo the camera saved sideways stands the right way up.

Tested with ToolHero’s image-to-PDF writer (pdf-writer 0.15), MozJPEG via @jsquash/jpeg 1.6.0 (mozjpeg 3.3.1), png 0.17.10 via @jsquash/png 3.1.1 and libwebp d2e245ea via @jsquash/webp 1.5.0 on a Mac18,5 (Apple M6) on macOS 27.0.1, 2026-10-16. Each PDF came out the same size in Chromium, Firefox and WebKit.

Cropped, resized or turned first

A photo you cropped, resized or rotated with the other tools goes into the PDF the way you left it, and the original file stays untouched.

It is saved as a new JPG at quality 90 first, the quality Crop saves at, which looks the same and stays small: our test photo cropped to a square made a 528 KB PDF. Stored without any loss, its pixels would have made a page several times bigger, for no difference you could see.

A4, Letter or the photo’s own size

Each photo gets its own page. On A4 or Letter it is scaled to fit and centred, on a landscape page when the photo is wider than tall, unless you choose portrait or landscape for every page. Fill page covers the whole page instead and trims the edges.

Fit to image makes each page exactly as big as its photo, at the resolution saved in the file, so a scan made at 300 dpi comes out the size of the paper it was. Add a small or large margin, half an inch or an inch, for white around every photo.

The tool starts on A4, or on Letter where your browser’s language uses it, as in the United States and Canada. It goes by that setting alone: nothing is looked up.

In your order, under your name

Drag photos by their picture, or use the arrows beside them. Sort by name puts IMG_2 before IMG_10, as your file browser does, and Reverse turns the list around. The number on each photo is its page.

The PDF is named after the first photo, like holiday.pdf. Change the order or a setting and press Convert again: the new PDF takes the old one’s place, and Undo brings the old one back.

How it works

  1. Step 1:Add your photos

Drop them in or choose them from your device. Each one shows as a page, numbered in order.

  2. Step 2:Order them and pick a page

Drag them into order, then choose A4, Letter or each photo’s own size, and a margin if you like.

  3. Step 3:Press Convert, then save

Your PDF is made on your device in moments. Download it, or save it from the share sheet on an iPhone or iPad.

Questions, answered

How do I turn several JPGs into one PDF?

Add the photos, put them in the order you want and press Convert. You get one PDF with a page for each photo, in that order, ready to save.

Does turning a JPG into a PDF lower its quality?

No. A JPG goes into the PDF exactly as it is, byte for byte, so it isn’t compressed again. Only a photo you cropped, resized or rotated is saved anew, at a high quality of 90.

Is the location in my photos kept in the PDF?

No. The EXIF data that can hold where and when a photo was taken stays out of the PDF, and so does any other metadata in the JPG. The picture and its colour profile go in.

Should I choose A4, Letter or Fit to image?

Choose A4 or Letter to print or send the PDF as a document: each photo is scaled onto a sheet of that size. Choose Fit to image to keep each page exactly the size of its photo, with no white around it.

Do my photos leave my phone or computer?

No. The PDF is written by an engine running inside your browser tab, so your photos are never sent to ToolHero or anyone else, and there is nothing to sign in to.

How many photos can go into one PDF?

There is no set limit and no daily quota. Photos go in one at a time, so even a long batch needs little memory; on a phone, a very large PDF may have to be made in parts, and the tool says so before you press Convert.
