Put images of any kind into one PDF
This tool makes one PDF from images of almost any kind, right in your browser: JPG, PNG, WebP, AVIF, GIF, BMP, TIFF, PSD, SVG and ICO, mixed as you like. Each image gets its own page, in the order you set. Photos stay photos, graphics stay sharp, and nothing leaves your device.
How each kind of image goes in
A PDF holds pictures in only a few ways, so each image goes in the way that keeps it best. JPGs, and PNGs without transparency, go in exactly as they are, byte for byte.
Other photos (WebP, AVIF, and any photo you cropped, resized or rotated) are saved as a JPG at quality 90 first, which looks the same and keeps the PDF small. Everything lossless (PNGs with transparency, GIF, BMP, TIFF, PSD, SVG, icons) goes in from its pixels, with nothing lost and transparency kept.
All three in one: our test WebP cropped to a square, a photo saved by a browser and a logo on a transparent background made a three-page PDF of 1.1 MB.
Tested with ToolHero’s image-to-PDF writer (pdf-writer 0.15), MozJPEG via @jsquash/jpeg 1.6.0 (mozjpeg 3.3.1), png 0.17.10 via @jsquash/png 3.1.1 and libwebp d2e245ea via @jsquash/webp 1.5.0 on a Mac18,5 (Apple M6) on macOS 27.0.1, 2026-10-16. Each PDF came out the same size in Chromium, Firefox and WebKit.
Tall, wide and square on one PDF
Images rarely share a shape, so every page decides for itself. On A4 or Letter a wide image gets a landscape page and a tall one a portrait page, each scaled to fit and centred; choose portrait or landscape to make every page the same.
Fit to image gives every page its own image’s size instead, which suits screenshots and drawings. The tool starts on A4, or Letter where your browser’s language uses it.
What of each file goes in
An animated GIF goes in as its first frame, and a TIFF with several pages as its first page; its line in the list says so. A Photoshop file goes in as its flattened image, an SVG drawn at its own size, and an icon as its largest picture.
A file that can’t become a page, such as a PDF or a file no engine here reads, is listed apart with the reason, and the others go in as usual. To join PDFs, use Merge PDF; to go the other way, PDF to JPG.

Questions, answered
Which image formats can go into a PDF here?
JPG, PNG, WebP, AVIF, GIF, BMP, TIFF, PSD, SVG and ICO, in any mix. Each image becomes one page of the PDF.
Can I put images of different sizes in one PDF?
Yes. On A4 or Letter each image is scaled to fit its page, on a landscape page when it is wider than tall. With Fit to image, every page takes its own image’s size.
Is a photo compressed again when it goes into the PDF?
A JPG isn’t: it goes in byte for byte. A WebP, an AVIF or a photo you edited is saved once as a JPG at quality 90, which looks the same, because a PDF can’t hold those formats as they are.
What happens to an animated GIF?
Its first frame becomes the page. A PDF page holds still pictures, and the line under the GIF in the list says so before you convert.
Can I make the PDF without an account?
Yes. There is no account, no watermark and no daily limit: the PDF is made by your browser, on your device, and saved straight from it.
